When you link your game to Facebook, your Facebook friends who also play the game will be listed as your neighbors in the game.

If you want to add any particular friend be sure to tell them to play the game and link it to Facebook.

Keep in mind you can visit their towns and get presents. To visit your neighbor towns just tap the visit button under their image that you can find when clicking on the social button
